The year 2011 is already past the winter solstice and one cannot believe that summer is on its way!
Die jaar 2011 is reeds verby die halfpadmerk en die Rugby Wêreldbeker is net om die draai. Na ‘n koue winter, wat dalk langer as gewoonlik was, sien ons uit na die somer!
GSP residents have been blessed with two years free of crime. One could actually say four years if some minor incidents could be ignored. GSP management is extremely proud of this record.
In spite of such a good safety record GSP Directorate has decided to upgrade our camera system at Adèla street. The camera system will eventually be linked to all entrances (including Hesteleen, Arthur and Werd streets) to form an integrated observation system. Complacency is one of the enemies of security systems and we believe that it is imperative to continuously upgrade our security and administration.
During the past year GSP has experienced increased activity in the property market. Unfortunately we have lost some of our loyal members whom have relocated, some even as far as Australia. Property agents indicate that property value in GSP can be 10% above or even higher than properties outside our area. This is good news for home owners but indications are that more and more properties are bought for investment, this increases our rented properties. The experience is that rented properties lead to more unstable membership income.

Die kamera stelsel sal mettertyd uitgebrei word na Hesteleen, Arthur en Werdstraat om ‘n network te vorm.
Oor die afgelope jaar het GSP heelwat aktiwiteit in die eiendomsmark beleef. Ons het dan ook ongelukkig van ons lojale lede verloor wat verhuis het tot sovêr as Australië. Eiendomsagente beaam dat GSP gesog is en dat eiendomspryse tot 10% en meer kan wees as eiendom in woonareas in dieselfde omgewing. Dit is beslis goeie nuus vir eienaars maar die aanduiding is dat daar heelwat beleggers is wat koop en dat verhuurde eiendom tot laer ledegeld inkomste lei.Ons doen ‘n beroep op nuwe huurders om deel te word van die GSP familie.
A major project by Tshwane Metro is the augmentation of the Morelettaspruit outfall
sewer. A newsletter from the Aurecon Group is available on our website www.garsfontein.co.za (see newsletter tab Newsletter 2011). This will give residents some indication of the project. GSP Directorate has been in contact with the Aurecon Group overseeing this project. Various meetings were held with Aurecon and Tshwane Nature Conservation. GSP can give residents the assurance that our safety will not be compromised and that we will be affected minimally. A site office will be erected in the spruit area at the end of Adèla Street. Construction workers and vehicles will make use of Adèla street entrance but no overnight facilities will be erected. Aurecon will have their security at their site. SECURITY MATTERS
African Security Solutions – the company contracted to manage our security needs, announced an increase of 11% in their fees. GSP directorate has negotiated with them and agreed on an 8% increase. We therefore wish to stress the importance of our membership base. Currently we have 83% membership participation. Everybody in GSP neighbourhood benefits from this endeavour and it is not unreasonable to expect that one should also participate financially to sustain the wonderful freedom and security that we enjoy in our suburb.
We realise that we live in difficult economic times and are therefore extremely grateful for your loyalty and support. We need to strive however for a 100% contribution and once again request non-members to take hands to share and acknowledge that we need each other in creating a safe environment for all who live in GSP.
The directorate is actively involved with RAC (Residents Against Crime). RAC recently formed an article 21 Company which strives to unify all road closure facilities.
RAC is in negotiations with Tshwane Metro regarding excessive application and re-application fees. Hopefully we will have a positive outcome.
We experienced a silly incident of petty theft in the Aurelia street area during June. Three municipal dustbins were stolen probably by other “refuse removers”. Fortunately these dustbins were replaced by Council free of charge thanks to the assistance of Daan Huggett and Polla Swartz. Although the theft may be a once off incident residents are advised to clearly mark (number) their dustbins and if possible not to leave dustbins outside following the day (Wednesday) after collection.
JURASSICK PARK!
Gedurende April vanjaar het ons skielik wakker geword met ‘n dinasoor in Hesteleen Park. Sommige inwoners was heel opgewonde (oupas en oumas veral!) maar ander was bekommerd dat Hesteleen Park ‘n tweede Zita Park sal word. Die direksie het op navraag by die Stadsraad skriftelike versekering ontvang dat Hesteleen Park nie verder ontwikkel sal word nie (daar is nie fondse nie) en slegs die gedeelte rondom die dinasoor in ‘n beperkte mate ontwikkel sal word.
We appreciate council’s contribution to upgrade Hesteleen Park and are satisfied that no unreasonable development will take place and that Hesteleen Park will remain a piece of unspoiled land in our area.

“ROADBLOCKS”
GSP management recently held roadblocks in our area and will continue to do so. The aim was to inform residents of the traffic sign R403 which is applicable to our area. Non-residents enter our area and use specifically Hesteleen street as a short cut which is unacceptable.
The speed limit is 40/kph in our area and residents are asked to please be mindful of pedestrians in our area.
Ons wil graag inwoners en besoekers meer bewus maak van die padteken R403 en doen ‘n beroep op almal om ook ons paaie binne GSP veilig te maak vir al ons inwoners, voetgangers, kinders, padgebruikers en fietsryers.
