Minutes of Garsfontein Secura Park Annual Meeting held on Thursday, 24 September 2009 at 19:00 at Lux Mundi Church Hall in Floris Street.

 

1.      WELCOME

 

Steve Barry welcomed those present.

 

2.      CONFIRMATION OF 2009 MINUTES

 

Minutes was approved

 

3.      CHAIRMAN’S REPORT

 

Ray Lamprecht delivered his chairman’s report.

 

He mentioned the improvement of our database by the office, the electrification of the bottom fence at Arthur Street, erection of razor wire at Dolores and Elvira Street, erection of notice board at the office and GSP involvement in Sector 3 as matters that received attention during the past year.

 

In his report he mentioned that it is imperative that we as community be pro-active and re-active. We should strive for 100% membership to fight crime. Areas such as properties adjacent to Jacqueline and Windsor Streets are high risk areas and GSP will assist residents in that area to upgrade our security.

 

In conclusion he said that the security situation will not improve. We need to be involved – if we do not do that who will.

 

4.      FINANCIAL REPORT

 

Werner Kotze presented the financial report

 

Werner pointed out that GSP follows a conservative approach and as a Section 21 Company the aim is not to make profit but serve the need of our members.

 

For the past 3 years our membership fee stayed at R 210,00 and as is our funds are healthy. Our current cash flow is R 122 000,00 .

 

In the past year GSP contributed R10 00,00 towards a high court application against Tshwane Council and won the court case. Our reapplication is still lying with the Council as we have had no response.

 

Other expenses were the upgrade of electrical motors and the erection of the mobile office to the amount of R 60 000,00.

 

The appointment of the same auditors was approved.

5.      SECURITY REPORT

 

Daan Hugget gave an overview of the GSP security situation.

 

We have for borders – the palisade at Adela, Arthur/Dolores and Elvira Streets, Windsor Street and Jacqueline/Werd Street.

 

Daan warned against complacency and reminded the meeting that every resident is still responsible for his own safety. African Security Solutions control the two entrances – Adela and Hesteleen while Arthur Street is card controlled.

 

GSP was virtually crime free when we were hit by crime through the Jacqueline area and had to take extra measure such as additional patrols in Jacqueline Street – since then the crime abated.

 

Long term projects are the upgrade of our camera system and improvement of security on our borders.

 

Daan introduced Fred Beets, person designate to GSP by African Security Solutions.

 

6.      NATURE CONSERVATION

 

Bill Gunnell reported that the cleaning of the spruit remained a problem. It is difficult to get the Council to cut the grass and the cost is high to do so.

 

He thanked members and residents who assisted in cleaning of the spruit.

 

7.      GENERAL

 

The floor was opened for general discussions

 

-         Golf car light. Daan explained that we have two golf cars for day shift and night shift. It may happen that due to repair we have to use the day car at night. The night car only uses its lights when traffic approach as to be less visible when patrolling.

-         Arthur Street. The question was raised to open the gate over weekends. James Theron gave figures of the referendum that was done in 2006 regarding the opening of Arthur Street. 15% wanted it open on weekends between 08:00 and 12:00, 31% wanted the situation as it is, and 54% wanted the gate close permanently. The gate remained a security risk as it is unmanned. Another referendum can be done if required.

-         Speeding in Hesteleen and Adela Streets. The cost of additional speed bumps are high but other suggestion as to limit the speed to 40kph can be investigated.

-         Dirt in Hesteleen. There is little that we can do. Council remains responsible to clean the park.
