Minutes of AGM for Garsfontein Secura Park taken 22 September 2008

 

1.         Opening and welcome

Johann Cloete opened the meeting.

 

2.         Confirmation of the minutes of 2007 AGM

The meeting accepts the minutes unanimously. The minutes will be available on the website.

 

3.         Setting the Agenda

1.      Speed bumps at Hesteleen street

2.      Arthur Street gate closure discussed

3.      Exit at Adela

4.      Finance items re: cost of monthly fees

 

4.         New Matters

1.  Pedestrian gate at Werd Street

2.  Signing in of vehicles

 

Portfolio report by members of the directors

 

Chairman Report:

1.      As discussed at the AGM of 2007, the speed humps in Hesteleen Street was installed.

2.      An electric bicycle was bought to speed up patrolling of the area.

3.      The boom at Hesteleen Street was problematic and was replaced by a sliding gate.

4.      Office move mentioned. Currently we are operating from Werner Kotze’s house. A mobile office was ordered and will be installed soon at the Adela Street gate.

5.      The importance of having a financial nest egg for unforeseen circumstances.

6.      A plea for people to join the executive and also to get involved in the initiative – new blood.

7.      African Security Solutions were thanked for the service they delivered.

8.      Thanks to Lux Mundi for their facilities

9.      Thanks to directors for their efforts

 

Security Report:

1.      In 2006/2007 there were many burglaries at about 4am in the morning.

2.      Every crime scene was personally visited by Daan Huggett.

3.      Continuous upgrades to security including palisade fencing, razor wire and alarm systems and flat bar barrier.

4.      One armed robbery took place about a year ago.

5.      4 months ago, 4 car break-ins took place

6.      2 months ago a wallet was stolen from a car.

7.      Werd Street closure upgrade – due to a complaint about pedestrians.

8.      To improve security the gates close at 10pm, with Adela Street as the only entrance.

9.      Faster gate motors have been installed at security gates.

10.    Africa Solutions – been part of GSP for 5 years – use grade D guards

11.    Petrol car and electric bicycle used.

12.    Cell phone of golf car 076 8019574 given to the meeting.

13.    Everyone is still responsible for their own security.

14.    If you own a firearm, keep it a secret.

 

Finance report:

1.     Werner Kotze provided a detailed financial report.

2.     75% - 80% of residents are members of GSP.

3.     If membership is under 75% it puts pressure on our members.

4.     Rising costs have resulted in fewer guards, and more automation.

5.     Consolidation of finances – after legal costs were incurred, we have built up a strong financial reserve.

6.     The main driver to GSP is member fees. We had a drive to increase membership which Sandy Bosma managed and we thank her for her efforts in this regard.

7.     Expenses – admin costs for 2007 (R13000) and 2008 (R25000) doubled due to having less costs when Roy Sylvester ran the admin.

8.     Sjoerd Bosma was thanked for his good work (at little cost) in maintenance and repairs around the GSP area.

9.     At a membership fee of only R210.00 GSP remains the most affordable security area in comparison with others.

 

Plans for 2008/2009:

1.     Additional electric fencing.

2.     Membership fees to stay the same.

3.     An office to be investigated and implemented.

 

Communication feedback: Isabel Wagner

                          1.           Community involvement was stressed.

                          2.           It was announced that new stickers will be issued by November 2008 and this will go hand-in-hand with an update of the database.

                          3.           Attention will also be given to community activities, e.g. a braai in the park or fun day.

 

Court Case:

This was explained by Werner and a report was handed out to the members at the meeting

 

The Nature report: Bill Gunnell

Residents are urged to become involved in the rehabilitation of the spruit area by joining as members of Friends of the Moreleta spruit.

 

6.         Election of new directors

·        Polla Schwartz

 

7.         General

 

Suggestions from the floor:

1.      List non paying members on our website.

2.      Use a transponder to check cars entering the area rather than the sticker method.

3.      Increase levy slightly to put aside money for future costs (legal)

4.      Werd Street pedestrian gate giving problems – this has been addressed.

5.      A third lane in Werd Street was discussed, due to cost it will be listed as a long-term project.

 

Questions from floor:

(a)    Did any guards arrest anyone while they have been on duty? Answer = Yes

(b)    Problem with Arthur Street gate getting stuck? Answer = residents to drive through and wait for the gate to close before moving on.

(c)    Is patrolling random or do they have a set route? Answer = random patrolling done.

(d)    Is there an emergency plan if we need to close the area quickly? Answer = yes
